Chinese "self expression" on the rise

www.chinanews.cn 2005-10-26 08:58:00

Chinanews, Oct. 25 - China's traditional heritage is that of a rural
society where every one lived under traditional concepts. For most of the
ordinary folks, they did not have the idea of self expression from a
cultural value point of view and the sense of individualism was quite
weak. Therefore, expressing one's thoughts used to be a matter for
intellectuals and the latter would express themselves in two situations,
one to become an official and worry about the nation's affairs, the other
to become a disappointed scholar and retire from the world.
When many intellectuals ran into obstacles in their government careers,
they would borrow their skills in chess, music, painting, calligraphy and
drank enough wine to create poetry and songs to express their
individualism and special interests. This type of individualistic
expression did not have much social meaning and was purely a matter of
self-entertainment. What is worth a mention is that during the Spring and
Autumn and subsequent Warring States period (770 B.C. to 221 B.C.) when
feudal lords were fighting each other, a large group of learned men who
believed in "literature serves as morality" was running all over the
country and writing books and actively promoting and propagandizing their
own political views and method of ruling a country. This is the
unprecedented period of Chinese history known as "a hundred schools
fighting for supremacy" and Confucius was the most outstanding
intellectual of that period.
"May fourth" period was also the period of individual liberation during
which time anti-traditionalism and anti-authoritarianism carried double
meaning of both freeing the individuals as well as freeing society
(building a new social order) and the two were intertwined like both
sides of the same coin. For example, the young were against traditional
marriages and fighting for the freedom to choose their own mates. This
was both self liberation as well as part of social revolution and
societal movement -- the individual being a member of this social
movement.
"Cultural Revolution" can also be called "totalitarian" societal period.
The characteristics of a totalitarian society is that 1) ordinary life is
highly politicized and there is no room for personal space. Even dating
and marriage become political questions and must be approved by the
organization and everything must be reported to those above. Before and
after every dinner one must declare one's allegiance to Chairman Mao; 2)
there is no freedom and no self, not even freedom to socialize. Every
song that is sung, every movie viewed and every garment worn were almost
all planned by those on top. There is no room at all for individual
expression. At that time, although everyone participated in political
activity, that participation had no individual element. Instead it was
largely a blind following.
In the 1980's, China entered the period of cultural re-awakening. Reforms
and liberalization enabled those who were confined during the Cultural
Revolution to be liberated and have also brought unprecedented
prosperity. At that time newspapers held numerous discussion forums and
invited their readers to participate in discussions with experts and also
started new columns on their papers to allow many readers to express
their views.
From the 1980's to the early 1990's, works that described the life of
ordinary people began to surface in large quantity. These new realistic
writers and film directors used the content of the stories they told to
change a literature of sorrow, of pain borne out of reflecting on one's
culture as well as attempting cutting-edge aphorisms to ordinary life of
citizens. The central characters of this type of literary work are no
longer the hero or the model worker. Instead they are people we run into
on the street, so ordinary they are often banal.
The period from the 1990's to the present is a very special era and is
viewed as "anti-totalitarian society" and the characteristic of this
society is that various elements of different qualities are mixed, recast
or broken up, quite opposite that in a totalitarian society. Today,
people have achieved a definite measure of individual freedom and space
in their cultural entertainment and cultural consumption as more and more
once-closed public spaces have been opened up and many public questions
can now be discussed.

Consumption to expand 11.7% in 2006

www.chinanews.cn 2005-10-25 09:06:39

(Source: Xinhua)

Oct. 25 - China's domestic consumption will grow by 11.7 percent in 2006
as the country has laid out a batch of measures to boost farmers' and
urban low-income group's earnings, said experts in Beijing.
The growth will be 0.2 percentage points higher compared with the
expected consumption increase this year, the Economic Information Daily
quoted Qi Jingmei, an expert with the State Information Center as saying.
China is striving to maintain fast economic growth while shifting to
domestic driving forces, especially consumption, in order to reduce the
heavy reliance on exports.
Qi said a demand-led model is stressed in the guiding proposal for the
2006-2010 period which was passed earlier this month, and this would have
a direct effect on consumption growth next year.
Chinese farmers' income will rise six percent this year, said Qi, citing
the good harvest across the country. Following last year's 6.8 percent
income increase, the continuing growth will make Chinese farmers more
willing to spend.
In the cities, Qi said the lift-up of the minimum wage for lay-offs this
year will increase their spending power and more measures are expected in
2006.
Qi also said the government move to raise the threshold of the personal
income tax will improve the income of ordinary citizens.
According to a proposal, China will lift the threshold from 800 yuan
(98.8 US dollars) to 1,500 yuan (185 US dollars) or higher soon.
Despite the stimulating efforts, Qi said the rising oil prices may dent
people's consumption and the slowdown of the property market is not
likely to take off next year.

Wushu to be part of Beijing Olympic Games

www.chinanews.cn 2005-10-14 08:49:18

(Source: China Daily)

(Photo: Sina)

BEIJING, Oct. 14 - Wushu competitors at the 10th National Games yesterday
had more than a medal to look forward to the martial arts genre will for
the first time be included in the 2008 Beijing Olympic Games.
Jacques Rogge, president of the International Olympic Committee (IOC)
sprung the pleasant surprise on wushu aficionados who had been pushing
for the sport to be made an official event.
"There will be a wushu competition during the Olympic Games. It's not
going to be one of the official 28 sports but we will organize with BOCOG
(the Beijing Organizing Committee for the Games of the XXIX Olympiad) a
wushu competition," said Rogge at the opening ceremony of the Sixth Art
Exhibition of Sports in China in Nanjing yesterday morning.
When Beijing won the right to host the 2008 Games, proponents wanted
wushu, one of the traditional sports in China to be listed as an Olympic
sport for the home Games. The IOC turned down the proposal but kept the
door open for it to be a representation sport.
But Rogge did not clarify if wushu will be regarded as a demonstration
sport like taekwondo and tennis, which were earlier demonstration sports
and have now become official events at Olympic Games.
While medals will be awarded for demonstration sports, they will not
count towards the official tally of nations.
In 2002, the IOC decided to cap the number of Olympic sports at 28.

New cotton strain to raise output by 25%

www.chinanews.cn 2005-09-19 09:41:53

(Source: China Daily)

Sept. 19 - A major cotton breeding breakthrough has made China the first
country in the world to commercialize a cotton strain that can resist
bollworms and increase output by 25 per cent.
The milestone advancement was pioneered by scientist Guo Sandui and his
team at the Chinese Academy of Agricultural Sciences. The breakthrough
won wide acclaim from officials and experts over the weekend.
Building on his success of insect-resistant, genetically-modified cotton,
of which 2.3 million hectares was planted this year, Guo's research team
in 1999 started to work out a molecular breeding system for hybrid cotton.
After years of hard work, Guo, the "father of Chinese Bt transgenetic
cotton," was able to have his "Yinmian 2" cotton strain approved by the
National Crop Cultivar Assessment Committee, which gave the go-ahead for
its commercialization, according to the Ministry of Agriculture.
The "three-line hybrid cotton with insect-resistant gene," if planted on
the 3.33 million hectares of land where it is fit to grow, will
theoretically increase output by 1 million tons each year.
That amounts to what conventional strains may be able to yield on 666,600
hectares, which is the equivalent size of all the cotton fields in the
Yangtze River Delta, a leading cotton producer in China, Vice-Minister of
Agriculture Fan Xiaojian said on Saturday.
Compared with his "hybrid rice" which promises to increase grain output
by up to 20 per cent, Yuan said Guo's hybrid cotton is well on course to
increase output by 30 per cent in the years to come.
The senior scientist urged the ministries of agriculture, science and
technology as well as the National Development and Reform Commission to
shore up investment and spread the technology nationwide to benefit
farmers.

Foreign investors able to buy large SOEs

www.chinanews.cn 2005-09-16 08:58:51

(Source: China Daily)

BEIJING, Sept. 16 - International investors may take full control of
almost all State-owned enterprises (SOEs) in Northeast China's Liaoning
Province, according to an announcement yesterday by the province's
Vice-Governor Li Wancai. The only exceptions to the new rules are SOEs
under control of the central government and coal mines.
Li said Liaoning will push forward 200 items for international
co-operation in such industries as manufacturing, petrochemicals and
pharmaceuticals.
Liaoning is one of the last bastions of the planned economy in China
where SOEs still dominate. International co-operation had been restricted
to small and medium-sized SOEs and private companies.
Large SOEs have previously been a minefield for foreign investors.
Although there has been co-operation, foreign investors have never been
allowed a majority share.
Now, according to Li, international investors may take full control.
"This may seem a rather bold action - even today, when China has had its
door open for more than two decades," said Liu Changjie, a freelance
writer for the Economic Observer. "But I think this was a must for local
governments."
The purpose of the No 36 document, which the central government actually
issued a month ago, is to help the industries in the Northeast attract
more investment. To revive the region, the central government has
provided more preferential policies for foreign companies that invest
there.
It is a policy that will continue.

The preservation hall of Shanghai Science and Technology Museum welcomed
on Sept. 6 a newcomer, a big fish academically called mobula. It is 3.5
meters long, 4.2 meters at the widest part and weighs one ton. According
to experts, mobula is a close relative of shark. It is usually hard for
fishermen to see such type of fish as it lives in deep ocean all the year
around. The chance to capture a gigantic mobula can even be regarded as
once in a blue moon. Success of such capture should be attributed to the
typhoon Matsa.

Oct. 31 - A Chinese scientific expedition team has successfully crossed
the heart of Kekexili, or Hoh Xil, for the first time after a 40-day
journey.
During the adventure, the 50-member team gained firsthand data concerning
geology, glaciers, lakes, rocks and vegetation of the region.
They also, for the first time, carried out studies on local weather
conditions.
The expedition team started their mission on November 20 from Lhasa, the
capital of China's Tibet Autonomous Region.
Kekexili lies in the border areas of Tibet, Qinghai and Xinjiang and was
founded in 1995. It covers 45,000 square kilometers at an average
elevation of 4,600 meters.
Kekexili is home to many rare species of animals including the Tibetan
antelope, the yak, wild donkey and other plateau animals.

Beijing promoting 180 local SOE projects

www.chinanews.cn 2005-10-28 15:23:56

Chinanews, Beijing, Oct. 27 (By Lai Hailong) - 180 Beijing state-owned
enterprise (SOE) projects involving about 30 billion yuan (USD3.7
billion) assets and over 10 industries such as real estate, manufacturing
and service are in a concentrated financing project promotion campaign
through an equity market platform toward investors around China and
throughout the globe.
This information was revealed at the formal signing ceremony of a
strategic cooperation agreement between China Beijing Equity Exchange
(CBEX) and the website of the Development Research Center (DRC) of the
State Council.
CBEX has carefully selected 50-odd programs for promotion in Tokyo and
Osaka. In November, it will held promotion fairs in Singapore, Hong Kong
and other Southeast Asian countries and regions. In the mean time, CBEX
will also organize 8 promotion fairs in Shanghai, Jiangsu, Zhejiang and
Guangdong for investors in the Yangtze Rive Delta and the Pearl River
Delta regions.
According to Beijing State-owned Assets Supervision and Administration
Commission Director Xiong Daxin, this promotion campaign sets no limits
on the origin of investors. Any qualified investors are welcome, whether
foreign, private or state-owned. For enterprises which plan to sell most
or all of their stakes, price will be the decisive factor, while those
with favorable prospect of development have to take into consideration
the strategies, markets and human resources of their future partners.
CBEX has teamed up with world-famous financial institutions such as
Bloomberg, Sunbelt and Reuters and built a bilingual (Chinese and
English) cross-border equity financing electronic platform that has more
than 800,000 terminal users. This platform can serve as an international
standard channel to release project information toward more than 800,000
institutional investors in nearly 200 countries and regions around the
world and inform all potential investors the financing demands of Chinese
enterprises.

Jinan archeologists entered a well-preserved underground tomb discovered
at Guodian Town in east suburb of Jinan City for study on Oct. 26. On the
day, construction workers who were building a road found this tomb. 11
frescos inside the tomb were intact and clear-cut, depicting plum
blossoms, chrysanthemum, lotus, pine trees, etc. According to
archeologists, this tomb for an ordinary person in the Qing Dynasty
(1616-1911AD) reflects the typical folk funeral culture at that time.

Rumsfeld visit to pave way for summit meet

US Secretary of Defense Donald Rumsfeld (C) walks into a hotel in Beijing
October 18, 2005.

US Secretary of Defense Donald Rumsfeld (C) waves as he walks into a
hotel in Beijing October 18, 2005.

BEIJING, Oct. 19 - US Secretary of Defence Donald Rumsfeld arrived in
Beijing yesterday on an official visit described by international-affairs
experts as "an important step" towards increasing bilateral military
exchanges.
Rumsfeld's trip his first since he took up his current position is also
expected to pave the way for US President George W. Bush's visit to China
next month.
The White House announced on Monday that Bush would come to China after
attending the November 18-19 Asia-Pacific Economic Co-operation (APEC)
summit in the South Korean city of Busan.
In New York last month, President Hu Jintao and his US counterpart agreed
to push for constructive co-operation.
"Rumsfeld's visit signifies the continuation of increasing mutual trust
between the leaders of the two countries," said Zhu Feng, professor at
the School of International Studies of Peking University.
The relationship between China and the US is playing an increasingly
important role in regional and global affairs, said Zhu; and if bilateral
military relations lag behind, it will generate a negative influence on
bilateral ties, he noted.
Rumsfeld will meet President Hu, who is also chairman of the Central
Military Commission, as well as his Chinese counterpart General Cao
Gangchuan.
He will also visit the Central Party School and the Academy of Military
Science of the People's Liberation Army, and meet Guo Boxiong,
vice-chairman of the Central Military Commission, and Jing Zhiyuan,
Commander of Second Artillery Force.
China hopes that through the visit, Rumsfeld could have a "complete and
objective" understanding of China's defensive national defence policy,
said Foreign Ministry spokesman Kong Quan yesterday.
"Leaders will exchange views on bilateral relations, military ties as
well as issues of common concern on regional and international affairs,"
said Kong.
Zhu predicted that they may touch on the Korean Peninsula nuclear issue
and the Taiwan question.
Kong urged US officials to keep their commitments on the Taiwan question
by adhering to the one-China policy and opposing Taiwan independence.
Over the past years, bilateral military exchanges have been strengthened.
Chinese Defence Minister Cao visited the United States in October 2003,
and General Richard Myers, former chairman of the US Joint Chiefs of
Staff, toured China in 2004.

2,700 AIDS patients benefited from Chinese medicine therapy

www.chinanews.cn 2005-10-06 16:44:00

Up to June this year, the number of AIDS patients who have received
Chinese medicine therapy from Henan, Hebei, Anhui, Hubei and Guangdong
has reach 2,700, growing 397 compared with the scheduled figure. File)

Chinanews, Beijing, Oct.6 (By Zeng Liming) - Up to June this year, the
number of AIDS patients who have received Chinese medicine therapy from
Henan, Hebei, Anhui, Hubei and Guangdong has reach 2,700, growing 397
compared with the scheduled figure. 2,477 out of 2,700 patients have been
treated with such therapy for over six months.
Today, the organizing and coordinating group of AIDS precaution and
treatment with traditional Chinese medicine affiliated to the State
Administration of Traditional Chinese Medicine (SATC) revealed that
Chinese medicine therapy for AIDS has been popular among the patients,
the patients' families and the local governments.
All the patients receiving such therapy are emotionally stable and their
life quality was evidently enhanced. The patients regained their
confidence in fighting against the disease and saving themselves,
promoting social stability of related regions.
SATC chose Henan, Hebei, Anhui, Hubei and Guangdong for commencing the
trial project of treating AIDS with Chinese medicine therapy since 2003.
Last year, Beijing, Jiangxi, Hunan, Guangxi, Yunnan and Shaanxi were
added to the list.
The central government has appropriated 36.36 million yuan of special
fund in order to provide care treatment with Chinese medicine to 6,800
AIDS patients.
According to related experts, the implementation of the project for
treating AIDS with Chinese medicine therapy will not only add new
measures to clinical treatment of AIDS and offer other therapies to those
who can not receive anti-virus treatment, but also expand the scale of
the government's implementation of care treatment.
