China possibly uses excessive forex reserves for oil reserves

www.chinanews.cn 2006-04-13 17:30:24

Chinanews, Apr. 13 C A research team on the national macro-economy under
the State Development and Reform Commission recently suggests that
Chinese government currently need to pay attention to economic changes in
four aspects, the co-existing of over production capacity and over
liquidity, the ever increasing pressure on deflation and unemployment,
and deviation of M1 and M2 money supply growth. The advisory team says
China can consider transforming the excessive foreign exchange reserves
for some national strategic supplies such as oil reserves.
A report from the China Securities Journal said that in the short term,
the recent round of economic boom was over, as major industries, such as
steels, auto, chemistry, and energy production, had begun to slow down in
investment and production prices had started to fall. Over production
capacity has begun to show in these industries and industrial revenues
begun to drop. Investment in real estate market and real estate
consumption have also cooled down significantly.
The research team added that investment by local governments were still
strong at the moment, which became a large adverse force against the
declining market trend.

China's retail industry to see M&A booming

www.chinanews.cn 2006-04-11 17:39:51

Chinanews, April 11 - China's retail industry was recently buzzing with
the Mergers and Acquisitions (M&A) speculations .
Best Buy Co., the largest electronics retailer in the United States, is
bidding for Wuxing Electrical Appliance Co. and U.S.s Home Depot, the
home-improvement retailer, is to acquire Orient Home Co. for 200 million
U.S. dollars, the Economy Reference reported Monday.
Previously, just around the time of the traditional Spring Festival in
late January this year, there have been a rumor going around that
Trust-mart, a Taiwanese-invested retail enterprises received buyout
offers from several international groups, involving Wal-Mart Stores Inc,
Carrefour SA, Tesco PLC and other international groups.
Although the biddings have not been comfirmed, the changing of foreign
investment strategy is certain, said the report.
The potential buyouts signal Chinas retail industry entering a stage of
the M&A, the report cited a person related with retailer industry as
saying.
He said that Chinas economy is turning towards consumption-driven path
and the A-share market has opened up to foreign investors this year and
all of these signal the coming of the new era of the M&A.
It was learned from the website of the National Bureau of Statistics
(NBS), in January and February of 2006, China's retail sales had amounted
to RMB 1.2644 trillion, up 12.5% from the corresponding period of last
year.
According to 2005-2006 Report on China's Circulation Industry Development
released by the Department of Market Operation Regulation of the Ministry
of Commerce (MOFCOM) and the Research Institute of Market Economy of the
Development Research Center (DRC) of the State Council, the indusdty
should pay attention to the M&A activites, a new trend showed by foreign
investors, with the commitment China has made to enter the World Trade
Organisationm (WTO) gradually fulfilled and the overall opening-up of
Chinas circulation industry to foreign business.
The report also revealed that MOFCOM had approved a total of 24 M&A deals
in 2005.
The countrys business land and sales channel are becoming scarce
resources for companies. The acquisition of domestic enterprises is an
effective way for foreign companies to enter Chinas market and expand
, Guo Zhijun, Executive Vice Secretary of Research Institude of
Chinas Business Culture said.
He said that many foreign-invested retailers were in the talks of
acquisition.

Great Wall needs more protection

www.chinanews.cn 2006-04-06 15:09:10

Chinanews, Apr. 6 C Recently, constructors that are building the
expressway from Qingdao to Laiwu in Shandong province, have to inject an
additional 12.5 million yuan of investment in order to change the road
plan to erect a 300-meter-long bridge at Linyi section. The change of the
original design is intended to avoid the Great Wall relic that lies on
the road. Regarding this incident, the People's Daily carried an
editorial, commenting that the change revealed that China right now is
not going to protect the Great Wall section in Shandong with a series of
scientific and comprehensive measures. It also reflects that protection
of the Great Wall on the whole is not good enough.
The Great Wall section in Shandong province is also called Qi Great
Wall, which was built by the Qi state during the Spring and Autumn (770
BC- 476 BC) and the Warring States period (475 BC C 221 BC), and was one
of the oldest parts of the Great Wall in China. Currently, the existing
section of the Qi Great Wall mostly lies in the northeastern part of
Qishui County in Shandong province and was a national protection relic.
The Qi Great Wall provides valuable information for Chinese scientists to
study the Great Wall culture of the ancient time. However, its location
collides with the building of the Qingdao-Laiwu expressway.
For one time, the Qingdao-Laiwu project was regarded as one overriding
all other projects. In the original plan, the section of the Great Wall
that blocks the construction of the expressway should be pulled down, in
other words, the 2,700-year-old relic would be totally destroyed.
However, constructors changed the original plan later and consulted with
local archeological bureau for a proper solution to it. In the end, they
agreed to change the original plan and instead build a bridge that will
pass over the Great Wall underneath, thus preventing a national relic
from being destroyed.
In recent years, as China's infrastructure construction and urbanization
process speed up amid the country's social and economic development, a
lot of cultural relics are on the verge of extinction. Due to overly
exploitation, many ancient towns, streets, buildings, relics and
sceneries are being destroyed. The Great Wall is no exception, of course,
as many people destroy the bricks or the whole part of the Great Wall, or
make graffiti on it.
In the editorial, the People's Daily says the Great Wall is a reflection
of Chinese people's wisdom and the history of the Chinese nation.
Protection of the Great Wall reflects the protection of our national
spirit.

Astronauts practice space walk for Shenzhou-7

www.chinanews.cn 2006-04-04 16:48:54

When "Shenzhou Seven" is launched, Chinese astronauts will then be able
to walk in space and the space shuttles will conjoin.

Chinanews, April. 4 - China's top person in charge of astronaut training,
director Chen Shanguang from the China Astronauts Science and Research
Training Center said that Chinese astronauts are practicing space walk in
anticipation of the launch of the Shenzhou Seven.
He revealed the information while attending a "Shenzhou Six" exhibition
held in Shanghai.
The "Shenzhou Seven" is scheduled to be launched in 2008, by then
astronauts will be able to walk out of the cabin and practice a series of
activities in space including walking, manipulating a screwdriver or
other tools, installing equipment, etc. These activities are
preliminaries for the future foundation of a space station, Shanghai
local news media quoted experts as saying.
The orbital cabin for "Shenzhou Seven" will bear a different design from
"Shenzhou Six", as the "Shenzhou Seven" orbital cabin will have room for
astronauts to release all air pressure before they can walk out of the
cabin to do the space walking.
Design of the astronaut clothes for the "Shenzhou Seven" will also be
different. The clothes the astronaut wears should supply him with enough
air and liquid electricity so that he can live, work and communicate in
space properly. In other words, the astronaut and the clothes he wears
will be like a small satellite roving in space.

China: no further one-off yuan adjustment

www.chinanews.cn 2006-03-29 14:06:55

Chinanews, Beijing, Mar.29 (By Wei Xi) - China's central bank spokesman
Li Chao said on the 28th when responding to a reporter's question about
currency that the RMB will not have another officially announced one-off
adjustment. Instead, it will fluctuate on its own in accordance with
currency supply and demand and major world cross rates changes, under the
current managed floating currency regime.
China implemented last July 21st the managed floating currency regime
based on market supply and demand and referenced to a basket of other
currencies. In these past eight months, the RMB fell and rose against the
U.S. dollar, fluctuated in both directions and its flexibility obviously
strengthened. Especially since the implementation of market-maker system,
the RMB's adroitness was raised by a large margin. Up through this March
21st, the RMB versus the U.S. dollar has cumulatively risen 3.09%.
The Central Bank said that China will further perfect the reform of the
RMB currency regime, develop the forex markets and increase the RMB's
flexibility and raise financial institutions' self-assessment and risk
control capabilities.
Central Bank spokesman Li Chao said today that due to current existing
system and in accordance with market changes, the RMB has the window and
the capability of moving up or down on its own. Therefore, the RMB will
no longer have another officially announced one-off adjustment. Instead,
under the current floating currency regime, it will freely fluctuate
according to market supply and demand and changes in major international
cross rates.

China oil refiners post US$3.7b loss in 05

www.chinanews.cn 2006-02-14 14:00:48

Chinanews, Feb. 14 - As a result of the low price level of oil products,
China's oil refining industry suffered a loss of 30 billion RMB (US$3.7
billion) in 2005 after making a 20.8 billion RMB profit in 2004, says a
report on the development of China's oil refining industry in 2005
released by the Department of Industry of the National Development and
Reform Commission (NDRC) on Feb. 12th.
China produced 174.56 million tons of oil products last year, an increase
of 6.2% year on year and basically guaranteed 100% of self-sufficiency of
gas, coal oil, diesel oil. Sinopec and PetroChina's monthly oil refining
working loads neared 100%.
According to the report, China's oil trade deficit broke the US$50
billion mark for the first time in 2005. Its crude oil price geared to
the international level, increasing approximately 900 RMB per ton year on
year, while its oil product price level was much lower than that in the
global market, which leads to the heavy loss in the oil refining
industry. Last year, the industry's revenue grew 35% to reach 1 trillion
RMB, while their profit and tax fell 75% to 15.5 billion RMB and their
loss added up to nearly 30 billion RMB.

Baby boom in the Year of the Dog

www.chinanews.cn 2006-02-07 14:24:59

Chinanews, Feb. 7 - Based on the folk hearsay that "those who are born in
the year of the golden dog can obtain whatever they want," it is believed
that children born in 2006, which is regarded as the year of the golden
dog once in a century, will enjoy good luck all their lives. Therefore,
many expectant mothers in Liaoning's Shenyang City prefer to deliver
their babies in the Year of the Dog.
On Feb. 4th, some hospitals in Shenyang revealed that the number of
babies born during this Spring Festival jumped remarkably compared with
that in the previous two years.
32-year-old Mr. Zang became a dad on the first day of this Chinese New
Year and nicknamed his daughter Dudu. In the delivery room of the
hospital, Mrs. Zang said that she especially chose that day to give birth
to her baby by way of Caesarean birth because the elderly told her that
children born in the Year of the Dog are generally brilliant. After
consulting with her family members, she decided to bring her baby to the
world on the first day of the Chinese New Year.
However, doctors advise young couples that medically speaking, the theory
that children born in the Year of the Dog are clever is totally
groundless. Moreover, if too many babies are born in the same year, they
will face fiercer competition in terms of school enrolment and employment.

Judging China's "monetary" future with statistics

www.chinanews.cn 2006-02-02 11:38:40

China's 2005 economic operation was a perfect coda to the new century's
first Five-year Plan (2001-2005), thanks to the pull of the "triple
locomotives" of investments, consumption and exports. In particular,
external trade continued its rapid growth. The netting of imports and
exports left China with a trade surplus exceeding US$100 billion; 2005
actual utilized foreign direct investment amounted to US$60.3 billion.
Although this was a slight decline of 0.5% compared to the previous year,
when one add on top of this figure investments in the financial,
insurance and securities industries, actual utilized foreign capital
still exceeded US$70 billion, a very respectable figure. From this one
can see that the international community and global multinationals are
still very enthusiastic about investing in China.
It was learned that by 2005 year-end, Chinese private savings totaled
10.1 trillion RMB, rising by 2.1 trillion over the previous year. Folk
wisdom says that the heart never panics with money in hand. Despite
certain reservations about such high savings rates held by some
economists, such vast savings in the hands of Chinese urban and rural
dwellers put a safety mat under their feet and allow them to have more
room to maneuver in case of difficulties.
The year 2006 is the beginning of China's "Eleventh Five-Year Plan".
Although unfavorable conditions such as fundamentally weak earnings for
farmers, inadequate growth rates in rural incomes and unrefined modes of
economic growth still exist, China's "monetary" future remains bright,
based on the fine foundations built in previous years.

China, US to discuss nuke issues

www.chinanews.cn 2006-01-20 10:48:49

(Source: China Daily)

BEIJING, Jan.20 - US Deputy Secretary of State Robert Zoellick is
expected to visit China next week amid continuing international concerns
over the denuclearization of the Korean Peninsula and disputed nuclear
programmes in Iran.
During his three-day visit starting Monday, Zoellick will meet Chinese
officials to exchange views on China-US relations and on major
international issues, Foreign Ministry spokesman Kong Quan said at a
regular news briefing yesterday.
"I look forward to a good exchange of views in Beijing on security and
proliferation issues particularly in Northeast Asia and Iran, among other
topics," Zoellick was quoted by AFP as saying.
Another point of discussion is preparations for the third China-US
strategic dialogue, which both sides have agreed to hold in the first
half of this year, Kong said.
Both China and the US are important stakeholders in the international
community and it will benefit both sides to listen to each other's views,
Zoellick was quoted by China News Service as saying, adding maintaining
contacts with China is very important.
A meeting between US envoy Christopher Hill and DPRK's negotiator Kim
Kye-gwan was held in Beijing on Wednesday following a proposal by China.
Chinese negotiator Wu Dawei also joined the meeting.
"The meeting showed a positive attitude toward the resumption of the
Six-Party Talks," Kong said.
The talks had been at the top of the agenda during a recent visit by DPRK
leader Kim Jong-il to China.
"During his meeting with President Hu Jintao, both leaders said the talks
were the best way to make the Korean Peninsula nuclear-free and said they
were prepared to continue them," Kong said.
